im 16 and have always wanted a german shepherd or a siberian husky. Unfortunately, my mom always ask my brother and sister about a pet and not me :(...we have 2 little dogs, but they arent trained right and cant even come inside...itll be a total pain but id be grateful if someone could help me with getting one. thanks!
btw i dont OWN the 2 dogs my SISTER does plus i was living with my dad for the time being that my sister and brother got those 2 dogs...i spend a ton of time with them and they are getting a littler better as the months go on so if the guy below me can help please do

Well, kiddo, I suggest you read every scrap of information on both of these breeds that there is. This means lots of internet research, lots of trips to the library to check out breed books and books on training, and conversations with a reputable breeder.
When you do that research, you'll find out that both of those dogs are not suited to your home. Both breeds have a high prey drive, and some dogs will chase/kill small animals (dogs) even if they're raised with them. These breeds both require lots of activity and exercise, least of which is an hour walk per day: rain or shine. In addition to that walk, you will need to provide your dog with a job, like weight pull, scent tracking or backpacking in order to satisfy his need to work. Do you really have time for this right now? You're 16, so if you're not already working, you probably will be soon. And your social life will surely suffer when you tell your friends, "Sorry, but I have to spend 2 hours a day working my dog, so I can't go out tonight."
Lastly, you will need to formulate a life plan for the next 15 years that includes this dog. You're 16 now, so who will take care of the dog when you go to college? You can't take him with you, and your parents didn't want it in the first place. What about after college, will you be willing to pay the extra deposit and pricier rent per month to live in a community that allows large dogs? It can get VERY expensive. What about when you get married? What will you do if your new wife doesn't like dogs, or is allergic? What about when children come along? Will you STILL have 2 hours a day to work your dog when that new baby arrives?
Do yourself, and your future dog, a favor and wait until you are an established homeowner with a stable life before you get such a time intensive dog. You already have two "little dogs" that could be made into great pets if you took the time to educate yourself on training.

Should I walk my puppy with a harness or collar?

I have a harness and collar for my puppy (the collar is on all of the time with ID) She is a 10 1/2 week old German Shepherd. She gets very distracted with the leash attached to her collar, but I'm sure with time she will get better. With the harness she dosn't get distracted and seems to do well with it. But I know you have less control with a harness than a collar.
What would you recommend?

Some people when they find their dog pulls to much use a Gentle Leader(DVD with it)personally l train my puppy on training collars which look like a collar albeit a martingale one.Look the this site Vet-n-pet direct,it is in Australia but really it is about the best training collar l have ever seen and scroll to find 'Blackdog wear' and look for training collars they will have pictures and you can get it in 3-4 colors plus either a very long lead which you can shorten as it has the good hooks on both ends and rings on the lead so you can make it really short or as long as about 5-6 feet.All can be matched up.
A simple collar will not train you shepherd as it is a collar and you have absolutely no control.
Some people use check chains and if you know or are shown how to put them on believe me it certainly trains the dog and it does NOT hurt the dog at all but if you pull on it slightly or flick it a little with your wrist the click it gives will indicate to the dog you are telling him to behave.Obedience Clubs use these and my advice to you is when your puppy is fully inoculated and able to be enrolled in Obedience class do so and you will have a happy dog and a a happy owner as they are very very powerful animals and you need to socialize,train and feed correctly to end up with a lovely well tempered dog that you can use just had signals or simple words from a distance to give commands like sit,drop,stay,sit stay,come (recall)
Check with the local German Shepherd Club in your area they are th experts, you will get plenty of advice from them and they may even have puppy classes.If you want to find one near you go to the AKC website and look under your breed for Clubs.They will even sen you info via mail to help you so utilize them.If not in the States than sheck with your Dog Controlling Body for Clubs
Just read some of your other answers.Harness is NOT suitable for a Shepherd as you want to teach you dog mannners.As for putting a backpack on a young pupy that is growing that person needs their head examined.You can do that when it is over a year o ld and has more or less had most of its growth although they do grow till 18 months.
As l said ask the EXPERTS not fools who know nothing about training puppies and will wreck the dog's temperament.A harness is fine for the smaller dogs or the older ones who have not b een trained correctly and it is not suitable for a german shepherd.l cannot believe how some people just simply guess without either the knowledge or research.
l help train when l have the time police dogs which are in the main shepherds and can assure you we never dream of using a harness it teaches the puppy nothing and at 12 weeks it is a baby how you treat it NOW is how your dog will turn out temperament and obedience wise.Be careful and avail yourself of the German Shepherd V=Club and they will tell you straight away a check chain or some people who do not know what it is or how it is used a choke chain and it doesNOT choke if put on correctly but you have to be shown how.Remember again you will have a very powerful intelligent dog when it is older and you need to lay the foundations NOW not later.By the way as a puppy it does NOT need long walks yet just 15 minutes to 20 per day with YOU in full control.Brrrrrr l caanot stand ignorance or incorrect advice if given to someone who needs help!!!!!!!!!!
